PATIENT GROUP MINUTES – WEDNESDAY 22^ND JANUARY 2020 – 4.00pm – QUEENSBURY

Meeting opened at 4.10pm

3. Minutes of last meeting (27^th November 2019) - proposed and accepted as a true record.

1. Matters Arising - Jill reported that CQC had been that morning Regulation 17 gone through – all documents and policies went through – all accepted and surgery passed with flying colours. Next inspection in March with a full review. Asked what CQC inspect on patient requirements and responses and having relevant documents available. Dr Button said that it was important to keep abreast of changes but there’s always a moving of goalposts.

1. Any updates on Inspection/next Access Plan - Inspection dealt with in Matters Arising. Jill stated that Access Plan not yet looked at. John asked that PPG have some knowledge and actions – Commissioning group ask how much input the PPG have. Agenda item for next meeting.

1. Leaflets to promote PPG membership – discussion. The poster John had produced was circulated, John stated that having produced the poster and then thinking of a leaflet was just duplicating what the poster said – discussion followed on possibility of reducing poster size to make into handouts so patients could take them for consideration on becoming a member – how we can contact patients – how PPG represent patients. Discussion on contacting patients and how other groups interact with their patients - some of these methods were not feasible for us due to waiting room restrictions.
2. Suggestions

• Outside charities – benefits for the elderly approaching patients in the surgery
• Topic of the month – voluntary sessions for patients to attend.
• Food bank drop off
• Jill informed the group that the waiting room was due for redecoration and new notice boards installed – one for use as ‘SIGN POSTING’. Maureen to act as contact point for charities.
• Suggestion that on a Thursday afternoon training session or a Saturday that the car park be used for outdoor stands/fair with voluntary organizations – tombola etc.

1. Annual health checks for older patients (Frank) The NHS recommended these for over 40’s – anyone can book in for a health check – most over 75’s have some health problems and so are regularly monitored. Emphasised that patients are responsible for their health. Health problems are sometimes captured by community nurses or practise nurses who are very good at directing for further tests. Surgery recall of patients – baby vaccinations. Commissioning Group’s idea for A named doctor for over 75’s was discussed and decided as illogical – being a political driven proposal and not reasonable.   Jill stated that 4 online appointments are released at 7.00 am on the day, if unsuccessful in gaining an appointment the patient can phone at 8.00 am. In the future 25% of appointments will be bookable online. A re education of patients that there are other qualified people, who are not doctors, who can prescribe. As of next week, it is planned to be able to offer appointments using a triaging system. It is hoped that the patients will be happy with this new system. Also possibly coming is an E-consult system to make it easier for a patient to be in touch with a clinician.

• Phone system for appointments (Maureen) Asked if the phone system was faulty as the line cuts out a short time after dialling for an appointment. Jill reported that this sometimes happens whilst an advisor is talking with a patient. It was asked if there could be a call waiting number queue? Phone contract ends in June so this could possibly be added.

Meeting opened at 3.00pm

1. Practice update by Jill WilsonCovid vaccinations are taking place at The Ridge (our practice not suitable). There were spare jabs in January but now supply chain not sending as many as needed.It was stated that delivery of vaccinations was excellent and efficient with the group of 5 surgeries in our group organising appointments.Vaccinations of housebound and care homes were carried out by GPs.Two more practice nurses (from 22^nd March).  

1. Mid-April, a very experienced practice nurse is relocating to our area.

1. Staffing – Full time ANP appointed (can carry out everything that a GP can) with a second opinion from a doctor available.

1. From 17^th March second vaccinations to begin.

1. A discussion took place around vaccinations and organisation.

1. Queensbury surgery not yet fully open, but more services are opening slowly. A GP is onsite in mornings and a triage system is in place. Hospitals are opening services slowly.

1. Patient query regarding no vaccination information on website – it was confirmed that information is to be found at the start of surgery website.

PPG ZOOM MEETING MONDAY 16^TH NOVEMBER 2020

ATTENDING – John Andrew, Cliff Organ, Leslie Organ, Pauline Hebden, Frank Beaumont, Jill Wilson, Maureen Sharpe.

John welcomed everyone

1. Election of Chair – in his absence, there was a unanimous proposal of Pat Sherry – Maureen to contact for his decision.

1. Election of Secretary – initially no volunteers – new member Pauline Hebden was asked to take over – it was agreed that with assistance from Maureen she would take over in 6 months.

1. Constitution - No suggestions for changes was forthcoming so present constitution stands for next 3 years to be reviewed in 2023,

1. Pandemic effect on surgery and general update – Jill reported that 3 teams of admin staff in bubbles had been formed. Working longer days – 12 hours over two and half days.   Some staff had the caught the virus, so surgery was short of staff in isolation. There is one bubble working at Queensbury but purely for admin purposes – surgery isn’t open - with all patients still referred to Wibsey surgery. Elderly and vulnerable patients have been contacted either by phone or house calls to check all is well.COVID-19 vaccinations – logistics re patients to be resolved – possibly invitations as per flu – due to temperature of vaccine storage CQC have yet to arrange suitable venues.A discussion followed on the feasibility of the problems the surgery faces. The surgery has been on a steep learning curve and problems have proved a logistical nightmare. There are between 450 to 500 telephone calls each day, with usual services carrying on. Two new apprentice members appointed – Millie and Charlie – they are learning about admin, customer services, answering phones, prescriptions – they are working closely with Amy. Adverts out for a replacement practice nurse to replace Emily and an advanced practitioner to carry out work like Imran. There are also two new pharmacists working remotely.

The next meeting, probably a Zoom, will be arranged for January when new chair is in post.
